Best free zone for digital marketers and small agencies

Marketing and media work is one of the most common free zone activities, so most zones license it. What separates them is whether the licence is built for media work, whether you can set up without visiting, and the price.

Short answer

For a solo marketer or small agency, start with SHAMS, Fujairah Creative City or SPC: all three license media or marketing work and can be set up online. Pick Dubai Development Authority if you want a Dubai Media City or Internet City address and are ready to pay more.

What to compare

A marketing or media activity on the licence
Your bank and your clients will check that the licence covers what you invoice for.
Remote setup
Useful if you are overseas or still employed. Zones say this on their own sites.
Advertiser Permit
If you run paid or gifted promotions on social media, the federal Advertiser Permit applies whichever zone you choose.
Total year-one cost
Entry prices often exclude visas, establishment cards and medicals.

Before you pay a setup agent

  • Ask for the full year-one quote in writing: licence, desk, establishment card, each visa, medicals and Emirates ID.
  • Ask which exact activity name goes on your licence and check it covers what you will invoice for.
  • Ask whether the agent is paid by the zone, and whether a bank account is included or only an introduction.
  • Check the zone's own price page before you sign. We link to it on every zone profile.
