Masdar City Free Zone named in fDi's 2026 global top 10

Masdar City Free Zone made the top 10 in fDi's Global Free Zones of the Year 2026. What the award tells a founder, and how it compares with ADGM.

Masdar City Free Zone in Abu Dhabi has been named among the top 10 free zones in the world in fDi Intelligence's Global Free Zones of the Year Awards 2026. fDi Intelligence, part of the Financial Times group, published the results in mid-October, and Masdar announced its place in a press release on 19 October.

Masdar says it was also "Highly Commended" in the Knowledge Zones of the Year category, both globally and for the Middle East. Its announcement does not give its exact position within the top 10.

What the award does and doesn't tell you

The awards are based on applications from the zones themselves. Coverage of another winner, Zona Franca Las Américas, says fDi received 79 applications this year. Judges looked at things like performance, infrastructure, company services and the ability to attract and keep businesses.

That tells you some useful things:

  • Masdar's authority put forward a case and an outside panel rated it well against other zones that entered.
  • The "Knowledge Zones" commendation points to its focus on research, technology and sustainability, not trade or logistics.

It does not tell you:

  • Whether Masdar is cheaper, faster or easier than other UAE zones for a small company.
  • How it ranks against UAE zones that did not enter.
  • Anything about bank account opening, visa processing times or service quality for a one-person business.

Masdar also says it now hosts more than 2,800 companies from over 90 countries, Gulf News reports. These are the zone's own figures. We have not checked them independently.

What it means for a free zone company

If you already hold a Masdar licence, nothing changes. Fees, rules and tax treatment are the same as last week. An award is a reputation signal, not a regulatory change.

If you are choosing a zone in Abu Dhabi, the more useful question is how Masdar compares with the obvious alternative for a startup: ADGM.

Masdar or ADGM for a startup?

They are very different kinds of zone.

Masdar City Free Zone is a commercial free zone. It focuses on sustainability, clean energy, technology and research. It suits product and tech companies, consultancies and research-led businesses that want an Abu Dhabi address and a community of similar firms. It is not a financial centre.

ADGM is an international financial centre. It has its own courts and civil and commercial laws based on English common law, and its own financial regulator. It suits fintech, investment, holding structures and any business that needs financial services regulation, or that investors want under a common-law framework.

A rough way to choose:

  • You need a financial licence (payments, asset management, crypto, advisory): ADGM. Masdar is not set up for regulated financial activity.
  • Your investors want common-law contracts and courts, for example for share classes or a holding company: ADGM is usually the fit.
  • You are building a climate, energy or deep-tech product: Masdar's sector focus and network may be worth more than a legal framework you will rarely use.
  • You mainly need a licence and a visa at a sensible cost: compare the full year-one bill for both, including office or desk, visas and renewal. Do not choose on an award.

Both zones can support a corporate tax 0% claim for qualifying income, if you meet all the Qualifying Free Zone Person conditions. Neither zone guarantees that outcome. Confirm your position with a registered tax agent.

What to do next

  1. Write down the activities you will carry on. Check that each one is on the zone's activity list.
  2. Ask both zones for a written quote covering licence, workspace, establishment card and the visas you need, for year one and year two.
  3. If you will raise money, ask your lead investor which structure and zone they prefer.
  4. Read our profiles of Masdar and ADGM for the basics.
